New Rain Wave Hits a Country Still Counting Rasuwa: 1,454 Recovered, 21 Dead in Four Days

Monday, 28 September. Day 33. The Rasuwa ledger barely moved. A different flood did.

This is not a second Bhote Koshi. It is a four-day rain system on a country whose bridges, banks and holding centres were already broken. The special is two files on one morning: the August 26 corridor, still giving bodies back, and the 24–27 September monsoon wave that killed people the first flood never reached.

Two books on the same morning

Nepal Police, Monday 11:00 (Nepal News)

  • 1,454 recovered
  • 4,718 missing (search still open)
  • 1,334 bodies managed
  • 3,391 DNA samples (deceased + relatives)
  • 1,421 unidentified posted on the Police site
  • 1,283 in holding centres
  • 7,975 police still deployed

Police district table (Monday)

Rasuwa236
Nawalparasi East232
Nawalparasi West222
Nuwakot204

Dhading72
Tanahun38

From Sunday 20 September the table moved three places: Chitwan 367 → 369, Nuwakot 203 → 204. Rasuwa held at 236. That is still mud giving bodies back, not a new surge from Tibet.

NDRRMA / PTI / India Today, Saturday 26 September

  • 1,453 confirmed dead (1,451 recovered + 2 who died in treatment)
  • 112 identified and handed to families
  • missing quoted at 5,285
  • rescued still 13,795
  • 21 holding centres, about 1,113 people (805 Rasuwa / 187 Nuwakot / 121 Dhading)

Use 1,454 as the Police operational count and 1,453 / 112 named as the last full civil reconstruction count. Do not average them. Missing 4,718 vs 5,285 is the same ledger being cleaned two ways — Police cutting names, NDRRMA still carrying the longer file.

Tibet / Gyirong unchanged in Chinese state media: 43 dead, 519 missing. No new Chinese bulletin this week.

The new wave, 24–27 September

A Bay of Bengal low-pressure system put four days of heavy to extreme rain on Bagmati, Gandaki, Lumbini, Karnali and Madhesh. This is a separate disaster. It is smaller than Rasuwa. It is not small.

NDRRMA / ANI, Sunday 27 September

  • 21 dead
  • 5 missing
  • 5 injured
  • landslides 14, floods 4, continuous rain 3
  • 247 families hit
  • 260 houses destroyed, 80 damaged
  • about 3,000 moved off riverbanks and slopes

Rain totals the authority logged: Dumkuali, Nawalparasi East 455.2 mm; Pokhara, Kaski 407.2 mm; Anbu Khaireni, Tanahun 373.2 mm. The Narayani crossed the 9-metre danger mark on Sunday morning and entered settlements. Heavy vehicles were banned on the Narayani bridge. Highways into Chitwan closed on slides.

Where the new dead are

  • Baglung, Nishikhola Ward 3: landslide, 4 dead Sunday morning.
  • Palpa, Mathagadhi–3: landslide toll to 5.
  • Manang, Chame: night flood on Ghatte Khola and the Marsyangdi washed 4–5 houses and four bridges. Narpabhumi and Manang Ngisyang went dark. Trekkers stranded. Two fatalities later reported among a group of 27 mountaineers. A slide blocked the Marsyangdi; NDRRMA put the lower basin on high alert.
  • Mustang, Nisi / Thasang–3: partial block on the Kali Gandaki.
  • Parbat, Jaljala–8 Farse: Kali Gandaki took nearly 80 houses.
  • Helicopter lifts in Jajarkot, Myagdi, Sankhuwasabha.

Al Jazeera, writing the same rain system for the wider Himalaya, carried a lower early Nepal count (12 since Thursday). Use NDRRMA’s 21 / 5 as the Sunday national sheet. The Rasuwa 1,454 line is not inside that 21.

The point for this desk: the August corridor is still a body-recovery file. The September rain is a live slope-and-river file on ground that has not been rebuilt.

What moved since Day 25 — and what did not

Manaslu. The fast that began 18 September at about 4,900–5,030 metres is no longer open. Dawa Norbu Lama and about a dozen Samagaun youths came down after 21 September. Gandaki Province and the Manaslu Conservation Area Project put a written six-month pledge on lake surveys, depth work and talks. The demand list is the same as it was on the mountain: Birendra, Kal Tal, Pungyen / Hariyo, Ghunsarfuk, Nyochuthan; sensors; sirens; joint watch with China. A pledge is not a survey. Keep the file open.

New York. Shah spoke at UNGA on 24 September. The line that matters: climate justice “cannot just remain a beautiful phrase in a United Nations document.” He asked for a Himalayan Climate Resilience Mechanism led by Nepal, India and China — shared satellites, lake watch, warnings, cross-border help — and framed the ask in six words: Relief. Rehabilitation. Reconstruction. Responsibility. Reparation. Resilience. No Loss and Damage cheque followed him home. The Fund cap is still about $20 million. The reconstruction sheet is still $4.78 billion (about $57.67 million in the first six months, $4.71 billion after that). Damage-and-loss on the RDNA remains about $2.7 billion. The $20 million ask is still less than one percent of the loss line.

Tunnels. Search stand-downs already covered Langtang Khola, Chilime, Rasuwagadhi and Trishuli 3A. Upper Trishuli-1 outside the closed headings and Trishuli 3B were the last active sites in the 23 September field notes. Monday’s Police sheet does not reopen those mouths. Identification is the work now: DNA, two photographs, the Police gallery of 1,421 unnamed.

WWA’s paper still stands: human warming preconditioned Langtang Lirung. That sentence did not change in eight days. The rain this weekend did not need a glacier to kill people. It only needed slopes that were already wet and rivers that were already full of someone else’s debris.

A note from this series

Day 25 said the rescue clock had stopped and the series would slow. Day 33 is the first exception: not because Rasuwa jumped in a material way — it did not — but because a second hazard arrived on the same map while the first one is still unnamed.

Camps are still housing files. Tunnels are still giving remains, not voices. Families are still told to bring DNA and two photographs. The new dead from Baglung, Palpa, Manang and the Kali Gandaki will go on a different sheet. They should not be folded into the 1,454.

Reporting on this flood stays slow. New posts when the national Rasuwa count jumps in a material way, when names come off the missing list in volume, when Manaslu’s six-month clock is honoured or broken, when the Fund actually moves money — or when another rain wave does what this one just did.

Keep riverbanks and fan toes clear while upstream lakes, debris dams and this week’s blocked Himalayan channels are still on the books. Missing-person queries: rescue.opmcm.gov.np, 1234, Police 100, NDRRMA 1155. Official donations: pmdrf.nchl.com.np.

Research and editing note

Researched and drafted with Grok (xAI). Police 1,454 and NDRRMA 1,453 are simultaneous ledgers, not sequential jumps. Missing 4,718 vs 5,285 is verification, not a mass finding of the living. The 21 rain-wave deaths are a separate count and must not be added into the Rasuwa 1,454. Casualty figures remain provisional. Images are direct Wikimedia file URLs (png/jpg), not article pages.
