I do get the part where you discussed about the community guidelines/rules. But, I have not checked everything honestly. But, I am sure that you might have come across some posts which are not relevant to any of the categories that are mentioned in the pinned post. But, I think that some communities are more lenient that others and that might be important, especially for new users. Or, those who have missed the post.
