That is strange. You pay for work to be done. If your husband thinks differently he can just give his money to strangers without letting them work for it. If it is not repaired the job isn't done. A skilled person gives warrantee if not is is a scam.
I also consider this person the same because in my opinion, a craftsman is someone who is an expert in their work. That way, everyone can take the money and leave while the next person suffers the loss.

We contacted the refrigerator repair company, and the person they assigned to us as a craftsman was just like that.
And now the company has to send him over or a colleague again, because he didn't do it right meaning repaired nothing.
Despite our repeated complaints, the company has always given the same answer: "Your refrigerator has been fixed, but there is a problem in your house that is causing the refrigerator to not cool down," even though there is nothing like that.
