Electricity is one of the amenities that citizens should be enjoying, not just a few. Electricity does a lot for citizens and intended investors. When a community lacks a power supply, businesses may start failing because it is not everyone can afford to fuel a generator or use any other power supply daily. As you have pointed out, some solutions are the work of everyone, not just the government, and those representing your community need to write to the government before getting government attention, as some problems are beyond citizens' control.
